세종대왕이 한글을 완성한 해는 1443년이지만, 백성이 실제로 한글을 손에 넣은 해는 1446년입니다.
King Sejong completed Hangeul in 1443, but the year the people actually received it was 1446.
그 사이 3년 동안 조선에서 무슨 일이 있었는지 알면, 한글이라는 문자가 완전히 달라 보입니다.
Once you know what happened in Joseon during those three years, Hangeul looks like a completely different script.
한글은 흔히 왕이 백성에게 준 선물로 소개됩니다.
Hangeul is often introduced as a gift a king gave to his people.
맞는 말입니다.
That is true.
다만 그 선물이 백성의 손에 닿기까지의 과정은 결코 순탄하지 않았습니다.
But the road that gift traveled before it reached the people was anything but smooth.
완성과 반포 사이에 놓인 3년은 세종대왕이 어떤 사람이었는지를 가장 정확하게 보여주는 시간입니다.
The three years between completion and promulgation show more precisely than anything else who King Sejong was.
1. 한글이 없던 시절, 조선 사람들은 어떻게 글을 썼을까
1. How Did People in Joseon Write Before Hangeul?

1443년 이전의 한반도에는 우리말을 적을 수 있는 우리 문자가 없었습니다.
Before 1443, the Korean Peninsula had no writing system of its own for recording the Korean language.
나라 이름은 고려에서 조선으로 바뀌었지만, 글을 적는 수단은 오랫동안 한문 하나뿐이었습니다.
The name of the country changed from Goryeo to Joseon, but for a long time the only means of writing remained Classical Chinese.
한문은 글자 수가 많고 문법 구조도 우리말과 달랐습니다.
Classical Chinese had a vast number of characters, and its grammatical structure differed from Korean.
제대로 읽고 쓰려면 수년에서 십수 년의 학습이 필요했고, 그 시간을 감당할 수 있는 사람은 소수의 양반이었습니다.
Reading and writing it properly took years, sometimes more than a decade, and only a small noble class could afford that time.
문제는 불편함으로 끝나지 않았습니다.
The problem did not end with inconvenience.
글을 모르면 억울한 일을 당해도 관청에 사정을 문서로 제출할 수 없었습니다.
Those who could not write had no way to submit their case in writing to a government office, even when they had been wronged.
자신의 뜻을 적을 수 없다는 것은, 자신의 사정을 세상에 알릴 방법이 없다는 뜻이었습니다.
Being unable to write down your own thoughts meant having no way to make your situation known to the world.
2. 한글을 이해하려면 먼저 알아야 할 세종의 국정 원칙
2. The Governing Principle You Need to Know First

한글이 왜 만들어졌는지 이해하려면, 세종대왕이 나라를 다스린 방식부터 볼 필요가 있습니다.
To understand why Hangeul was created, you first need to look at how King Sejong governed.
그 방식을 가장 잘 보여주는 사례가 1430년의 세법 개편입니다.
The clearest example of that approach is the tax reform of 1430.
한글 창제와 직접 연결된 사건은 아니지만, 두 일은 같은 원칙에서 나왔습니다.
It is not an event directly tied to the creation of Hangeul, but both grew from the same principle.
세종은 새 세법의 시행 여부를 신하들끼리 결정하지 않았습니다.
Sejong did not let his officials decide among themselves whether to enact the new tax law.
대신 전국의 관리부터 시골의 백성에 이르기까지 직접 찬반을 묻도록 지시했습니다.
Instead, he ordered that everyone from officials nationwide to villagers in the countryside be asked directly whether they approved.
이 조사에 참여한 사람은 172,806명이었고, 기간은 다섯 달이 걸렸습니다.
A total of 172,806 people took part, and the survey lasted five months.
결과는 찬성 98,657명, 반대 74,149명으로 찬성이 약 57퍼센트였습니다.
The result was 98,657 in favor and 74,149 opposed, roughly 57 percent approval.
주목할 부분은 그다음입니다.
What happened next is the remarkable part.
과반이 찬성했는데도 세종은 시행을 미뤘습니다.
Even with a majority in favor, Sejong postponed enactment.
반대한 사람이 7만 명이 넘는다는 사실을 그냥 넘기지 않은 것입니다.
He would not simply set aside the fact that more than 70,000 people had objected.
이후 제도를 다듬고 지역별로 시험 운영을 거쳐, 최종 확정까지 14년이 더 걸렸습니다.
He refined the system and ran regional trials, and it took fourteen more years to finalize.
이것이 조선의 통치 이념이었던 민본사상, 곧 백성을 나라의 근본으로 삼는다는 원칙이 실제로 작동한 방식입니다.
This is how minbon, the Joseon governing ideal that the people are the foundation of the state, actually worked in practice.
백성의 사정을 직접 듣고, 반대를 세고, 될 때까지 기다립니다.
Listen to the people directly, count the objections, and wait until it is right.
한글 역시 같은 원칙에서 출발했습니다.
Hangeul began from the same principle.
백성이 자기 뜻을 스스로 전할 수단을 갖는 것, 그것이 세종이 생각한 소통의 완성이었습니다.
Giving the people a means to express their own thoughts was, to Sejong, what complete communication meant.
3. 1443년, 마침내 문자가 완성되다
3. 1443: The Script Is Finally Complete

1443년 12월, 세종대왕은 새 문자의 완성을 알립니다.
In December 1443, King Sejong announced that the new script was complete.
이름은 훈민정음이었습니다.
Its name was Hunminjeongeum.
백성을 가르치는 바른 소리라는 뜻입니다.
It means the correct sounds for instructing the people.
이름 안에 이미 목적이 전부 들어 있습니다.
The purpose is already contained entirely within the name.
이 문자는 기존 문자를 빌려 쓴 것이 아니라 완전히 새로 설계되었습니다.
This script was not borrowed from an existing one; it was designed entirely from scratch.
자음은 소리를 낼 때 혀와 입, 목이 만드는 모양을 본떴고, 모음은 하늘과 땅과 사람의 형상을 기본으로 삼았습니다.
The consonants imitate the shapes the tongue, mouth, and throat form when producing sound, while the vowels are based on the forms of heaven, earth, and humanity.
처음 만들어질 당시 글자 수는 28자였고, 현재는 그중 24자를 사용합니다.
There were 28 letters at the time of creation, and 24 of them are in use today.
세상의 대부분 문자는 오랜 세월에 걸쳐 조금씩 변형되며 자리를 잡았습니다.
Most writing systems in the world settled into their form gradually over long ages.
반면 한글은 만든 시점과 만든 목적, 설계 원리가 모두 기록으로 남아 있습니다.
Hangeul, by contrast, has its date of creation, its purpose, and its design principles all preserved in written records.
이런 문자는 흔치 않습니다.
Scripts like this are rare.
4. 1444년, 새 문자를 반대한 사람들
4. 1444: Those Who Opposed the New Script

문자가 완성되었다고 해서 곧바로 백성에게 전달된 것은 아닙니다.
A completed script did not mean it reached the people right away.

1444년 2월, 집현전 부제학 최만리를 비롯한 일곱 명의 학자가 새 문자에 대한 반대 상소를 올립니다.
In February 1444, seven scholars led by Choe Malli, deputy head of the Hall of Worthies, submitted a petition opposing the new script.
집현전은 세종이 직접 인재를 모아 키운 학문 기관이었습니다.
The Hall of Worthies was the royal academy Sejong had personally staffed and nurtured.
반대는 바깥이 아니라 가장 가까운 곳에서 나온 셈입니다.
The opposition came not from outside but from those closest to him.
이들의 주장을 이해하려면 당시의 두 가지 배경을 알아야 합니다.
To understand their argument, you need to know two things about the period.
첫째는 사대주의와 성리학적 명분론입니다.
The first is sadaejuui, deference to the China-centered order, together with Neo-Confucian doctrines of legitimacy.
조선은 중국 중심의 국제 질서 안에서 명나라와의 관계를 국가 운영의 기본 틀로 삼았고, 학문의 기준도 성리학이었습니다.
Joseon operated within a China-centered international order, treating its relationship with Ming as the basic framework of statecraft, and Neo-Confucianism was the standard of scholarship.
이 틀에서 보면 중국과 다른 문자를 따로 만드는 일은 스스로 그 질서 밖으로 나가는 행위로 비칠 수 있었습니다.
Within that framework, creating a script separate from China's could look like deliberately stepping outside that order.
둘째는 지식의 대중화에 대한 부담입니다.
The second is the unease surrounding the popularization of knowledge.
당시 한문 해독 능력은 사대부라는 신분을 뒷받침하는 실질적인 자격이었습니다.
At the time, the ability to read Classical Chinese was the practical credential that supported the scholar-official class.
누구나 며칠이면 익히는 문자가 퍼진다는 것은, 지식을 소수가 관리하던 구조 자체가 흔들린다는 의미였습니다.
A script anyone could learn in days meant that the very structure by which a few managed knowledge would be shaken.
세종의 대응은 인상적입니다.
Sejong's response is striking.
그는 상소를 덮지 않고 학자들을 직접 불러 논쟁했습니다.
He did not bury the petition; he summoned the scholars and debated them in person.
그리고 힘으로 누르는 대신 더 근본적인 답을 준비합니다.
And rather than pressing them down by authority, he prepared a more fundamental answer.
새 문자가 왜 이런 모양인지, 어떤 원리로 만들어졌는지를 조목조목 설명하는 작업이었습니다.
It was the work of explaining, point by point, why the new letters took these shapes and by what principles they were made.
5. 반포까지의 3년 동안 벌어진 일
5. What Happened During the Three Years Before Promulgation

1443년부터 1446년까지의 3년은 비어 있던 시간이 아닙니다.
The three years from 1443 to 1446 were not empty time.
크게 두 가지 작업이 진행되었습니다.
Two major undertakings were underway.
하나는 해설서 편찬입니다.
One was the compilation of a commentary.
1446년에 나온 훈민정음 해례본이 그 결과물로, 글자의 제자 원리와 사용법을 체계적으로 설명한 책입니다.
The Hunminjeongeum Haeryebon, published in 1446, was the result, a book that systematically explained how the letters were designed and how to use them.
이 책은 한문으로 작성되었습니다.
This book was written in Classical Chinese.
설득해야 할 첫 번째 대상이 백성이 아니라 반대하는 지식층이었기 때문입니다.
The first audience that had to be persuaded was not the people but the opposing intellectual class.
다른 하나는 실전 검증입니다.
The other was practical testing.
새 문자가 실제 우리말을 제대로 담아내는지 확인해야 했습니다.
They had to confirm that the new script could properly capture spoken Korean.
이 시기에 편찬된 용비어천가는 한글로 지은 최초의 장편 작품으로, 조선 건국의 정당성을 노래하면서 동시에 새 문자의 성능을 시험한 자료이기도 했습니다.
Yongbieocheonga, compiled in this period, was the first long-form work written in Hangeul; it celebrated the legitimacy of Joseon's founding while also serving as a test of what the new script could do.
한 가지 덧붙이면, 해례본과 언해본은 서로 다른 책입니다.
One more point: the Haeryebon and the Eonhaebon are different books.
해례본이 한문 해설서라면, 이를 한글로 옮겨 일반 백성이 직접 읽을 수 있게 만든 것이 훈민정음 언해본입니다.
If the Haeryebon is the Classical Chinese commentary, the Hunminjeongeum Eonhaebon is its Korean rendering, made so that ordinary people could read it themselves.
현재 전해지는 언해본은 세종 사후인 1459년 간행된 월인석보 앞머리에 실려 있습니다.
The Eonhaebon that survives today appears at the front of the Worin Seokbo, published in 1459, after Sejong's death.
문자를 만들고, 원리를 증명하고, 백성의 말로 옮기기까지 그만큼의 시간이 걸린 셈입니다.
Creating the script, proving its principles, and rendering it in the people's own language took that much time.
6. 오늘 우리가 배우는 한글
6. The Hangeul We Learn Today

해례본이 남아 있다는 사실은 학습자에게 큰 의미가 있습니다.
The survival of the Haeryebon means a great deal to learners.
세계의 여러 문자 가운데, 만든 사람과 만든 이유와 설계 원리가 함께 기록되어 전해지는 문자는 한글이 사실상 유일합니다.
Among the world's writing systems, Hangeul is effectively the only one whose creator, purpose, and design principles have all been recorded and handed down together.
이 가치를 인정받아 훈민정음은 1997년 유네스코 세계기록유산으로 등재되었습니다.
In recognition of this value, the Hunminjeongeum was inscribed on the UNESCO Memory of the World Register in 1997.

Hangeul builds each syllable block by combining consonants and vowels, so once you grasp the principle there is no need to memorize a large inventory of characters.
오늘날 많은 외국인 학습자가 며칠 만에 한글을 읽어내는 이유입니다.
That is why many foreign learners can read Hangeul within a few days.

The script you are learning right now exists because one man thought it through for over a decade, answered his critics, and refused to give up.
